If you have the tools to open a locked door then you should see an icon when you stand close to the door it looks like a padlock with a lock pick in it iirc.
It is the last security and defense upgrade for the shelter.
If it is locked and you have no crowbar or lockpick then bring a hatchet and take down the door in order to gain access to the room behind it and get materials from the door itself.
